Center was created as the faculty for Improving qualification in the sphere of electric power engineering by the Order of the Ministry of Electric Power Engineering and Electrification and the Ministry of Higher and Secondary Education of USSR as the component of Vinnytsia Polytechnic Institute in 1987.

Center is responsible for improving special knowledge by managers and specialist in the sphere of electric power engineering for solving manufacturing, designing, technological, economic and other issues using latest achievements in science, computing equipment, advanced home and foreign experience.

Training is made out of manufacturing, combining manufacturing with training and partial combination of manufacturing with training. Groups are formed on the bases of financial agreements with enterprises, scientific, designing organizations and individuals. The main directions for qualification improvement by managers in the sphere of electric power engineering are:

• new methods for operation and repair of distributing nets;
• new methods for repair under voltage of PL of high tension;
• diagnosing of high voltage equipment;
• electric power inspection;
• safety of vitality and emergency situations on enterprise;
• using computer equipment in electric power engineering;
• efficiency improvement of operative control in electric nets in conditions of market relations.

Center has a number of specialized rooms and laboratories. The lectures are conducted by highly qualified university scientists as well as top-level specialists from enterprise.

More than 4000 students were trained within 1988 – 2009, including 205 foreign representatives from Bulgaria, Vietnam, Cuba and China.
